Noa is a partner in the firm’s Litigation and Dispute Resolution Department and has extensive experience handling complex litigation. She represents private clients and corporations in a wide range of civil, commercial, and administrative disputes before all judicial instances in Israel, as well as in arbitration and mediation proceedings.
Noa specializes in corporate litigation, complex contractual claims, class actions, derivative actions, tenders, petitions to the Supreme Court, and administrative petitions.

Represented some of Israel’s largest infrastructure companies, including Electra and Shikun & Binui, in administrative petitions and legal disputes related to national infrastructure tenders.
Provided legal counsel and representation to companies and organizations subject to price-control regulations, including Maman Group and the Israel Dairy Manufacturers Association, in regulatory and judicial proceedings.
Provided legal counsel to a claims committee established by Bezeq regarding events that led to the imposition of financial sanctions on Bezeq by the Israeli Competition Commissioner and the Ministry of Communications.
Represented MTS Construction, the original concessionaire of the Tel Aviv light rail project, in arbitration proceedings against the State of Israel (NTA) involving claims worth hundreds of millions of dollars.
