Our Public Litigation and Dispute Resolution Department is among Israel’s leading practices in handling public law proceedings and representing clients in landmark petitions before the Supreme Court of Israel sitting as the High Court of Justice (HCJ), as well as before administrative courts.

Comprising partners and associates with extensive backgrounds in public and administrative law, the department has developed substantial experience in managing petitions with far-reaching implications for public policy, regulation, and good governance. Many of its members clerked for Supreme Court justices and served as judicial assistants, gaining in-depth familiarity with HCJ proceedings.
The firm represents corporations, non-profit organizations, entrepreneurs, and public activists in petitions and precedent-setting cases involving governmental conduct, equality, freedom of expression, administrative law, public funding, and licensing and permitting policies.
Representative Experience
- Representation of Yair Golan, Chairman of the Democrats Party, in a defamation lawsuit filed against him and the party by Prime Minister Benjamin Netanyahu.
- Representation of the “Academia for a Democratic Israel” association in an HCJ petition concerning the dismissal of 15 Israeli Air Force reservists and officers following their signing of a public letter calling for the return of hostages, even at the cost of ending the fighting.
- Media interview of Adv. Almog Gil-Or on Radio Tel Aviv’s “Disputes Program,” addressing shareholder disputes and the implications of the absence of early legal structuring on corporate stability.
- Media interview of Advs. Ran Shprintzak and Almog Gil-Or on Radio Tel Aviv’s “Disputes Program,” discussing directors’ and officers’ duties, including oversight obligations, duty of engagement, and personal exposure arising from their breach.
- Representation of the “Academia for a Democratic Israel” association and a group of former senior security officials as amici curiae in an HCJ petition concerning the dismissal of the head of the Israel Security Agency.
- Representation of families of victims of murder or abduction in the October 7 attacks, together with former senior security officials and the associations “Academia for a Democratic Israel” and “Bashaar,” in an HCJ petition concerning the appointment process of the next head of the Israel Security Agency.
- Representation of three activists advocating for the release of hostages in a civil lawsuit against the commander of the Glilot police station and his deputy, alleging unlawful arrest, assault, and violation of rights, following a detention carried out without legal grounds and with disproportionate use of force.
- Representation of energy entrepreneur and social activist Israel Kreuzer and his son, Or Rafael Kreuzer, in a series of HCJ petitions and public and regulatory proceedings concerning funding mechanisms in the ultra-Orthodox education system. These included petitions seeking the appointment of a state-appointed administrator to the “Independent Education” network following findings of budgetary deficiencies and irregularities, as well as petitions demanding disclosure of unlawful funding mechanisms through which hundreds of millions of shekels are transferred annually via intermediary non-profit entities without proper governmental oversight. The firm also advised on submissions to the Accountant General and the Ministry of Finance, calling for restitution of unlawfully transferred funds and a comprehensive review of supervision and budgeting mechanisms in this sector.
