Our Practice

Our firm has a successful track record representing clients in administrative petitions in the field of public tenders. We represent private and public corporations in legal proceedings in connection with tender matters, including clients petitioning against tender proceedings and their results;  clients who have won tender proceedings and respond to petitions filed against their winning; tender committees in government owned  companies; and more.

Our firm represents its clients at all stages of the tender, and advises them, among others, on the issue of attacking the terms of the tender and its results, and in everything related to dealing with the tender committees. Also, our firm represents tender committees in government owned companies.

The tender cases that our firm deals with relate to various and diverse areas, including tenders in the fields of infrastructure, desalination, transportation, construction, aviation, the defense industry and more.


Representative Experience

  • Representing 4A desalination Ltd in two administrative petitions that were filed against the Sea-Water Desalination Inter-Ministerial Tender Committee, regarding a tender to build and operate the sea-water desalination facility “Sorek Plant B”, one of the largest desalination plants in the world.
  • Representing Taavura Holdings in an administrative petition concerning a tender by Israel’s largest bus transportation service (Egged) to purchase hundreds of new buses.
  • Representing the Israel Electric Corporation (“IEC”) in several petitions before the District Administrative Courts, including a petition and a request for temporary injunctions, filed against IEC’s tender committee regarding a tender for the design and construction of fire safety systems in the “Orot Rabin” power station in Hadera.
  • Representing the Israeli Aerospace Industries (“IAI”) in several administrative petitions regarding multi-million-dollar tenders.
  • Representing MTS consortium, led by the German multinational conglomerate Siemens AG, regarding a tender for the construction and operation of the Red Line of the light rail in Tel Aviv, in a petition against its win in the tender.
  • Representing the Trans-Northern Company (owned by Shikun & Binui and Africa Israel) in an administrative petition against a competitor who won a tender for the construction, financing, operation and maintenance of the northern sections of the Trans-Israel Highway (Route 6).Representing Laufer Aviation, which provides ground services, in an administrative petition against the decision of the Airports Authority to allow another entity to provide services in Ben Gurion Airport that compete with its services, without a tender.
  • Representing the Unified Advertising Services, which deals with advertising, in an administrative petition concerning the tender of the new Israeli Broadcasting Corporation for the provision of advertising services.
