Haim heads the firm’s Planning & Building Department and is a partner in the firm’s Administrative Law Department.

Haim has extensive experience in handling the many aspects falling under these areas, including representation before the different planning authorities and courts which supervise the planning and building process.

Since the inception of this practice at the firm, Haim advises developers and construction project companies through all phases of the project on the many aspects this field encompasses, including formulating and promoting city building plans, representation in plan approval proceedings in the various planning committees, and representation in all the legal proceedings required for advancement of the plans, both before appeals committees and in the courts in the framework of administrative appeals.

Haim provides close and comprehensive legal support to some of the leading real estate enterprise and development companies in Israel, as well as to construction, engineering, gas, energy and infrastructure companies on a wide array of topics relevant to the planning and building field.

Haim’s wide-ranging legal work has placed him at the forefront of attorneys in Israel in the areas of real estate and zoning and construction. Over a number of consecutive years, the world’s most influential ranking guides, Legal 500 and Chambers and Partners, have chosen Haim as one of Israel’s leading attorneys in these areas.

Haim is also widely involved in dispute resolution, in the capacity of arbitrator or mediator. Thanks to his great sensitivity and patience, he frequently manages to achieve success in complex mediations. In light of the numerous mediation issues brought before him, Haim has developed considerable skill in the area, which is expressed, among others, in his ability to pinpoint which mediations have the potential to end in success, compared with those that will almost certainly not succeed, and as such, there is no reason to invest in their management.
